Small businesses do not usually have the luxury to spend millions just for them to advertise.  As a response to this, they think of alternatives and create their own brochures, which does not only cause less but is one of the most effective marketing strategies.  A little creativity with a dash of wit can make this strategy a savvy.  I have tried brochures before to advertise my printing business.  And as surprising as it may get, it had been one of the top printing press up to about fifty miles from my area.  Well that is one thing you would look forward to when you try to advertise using those tiny brochures!
